Most project cargo is decided in public documents months before a terminal is ever contacted. Air permits, township planning files, utility dockets, Army Corps permits and state DOT lettings name the equipment, the site and the timing, and the paper trail is open the entire time. Drawing on sourced research across more than a dozen US terminals, this session argues that the real information asymmetry in project cargo is not about who knows the shippers. It is about who reads the paperwork first.
