Paul Matthews, MBA, CPE, is a nationally recognized port executive with more than 13 years of leadership experience overseeing multimillion-dollar capital programs, negotiating complex maritime lease agreements and advancing large-scale infrastructure developments across some of the most strategic ports in the United States. As CEO of the Port of South Louisiana and former Deputy Port Director at Plaquemines Port, Paul directed over $100 million in active capital improvements, secured federal and state funding for major dock, levee and terminal upgrades and led transformative public-private partnerships exceeding $350 million to $6 billion in value. His career includes substantial coordination with USACE on dredging, beneficial use projects and navigation infrastructure, as well as years of stakeholder engagement with terminal operators, industry groups and emergency-response and security agencies.
