Joseph C. Powell is an accomplished maritime executive with over two decades of experience in leadership roles spanning port operations, cybersecurity, environmental sustainability, and strategic planning. He currently serves as Director of Security for the Port of Pascagoula,where he directs a staff of 30 across security, operations, and administration, fostering accountability, resilience, and continuous improvement.
At Port Pascagoula, Powell has spearheaded major initiatives, including the port’s first Strategic Plan in 12 years, a port-wide Maritime Cybersecurity Program in partnership with DHS/CISA—earning the AAPA Lighthouse Award for Best Practices in Cybersecurity (2024)—and the achievement of Green Marine environmental certification (2024). He also developed the Port Pascagoula Maritime Awareness Program, which connects students and job seekers to careers in the maritime industry through internships, partnerships, and workforce development initiatives.
