Jacqueline “Jackie” Muñoz is a public administration professional with a passion for people and service. As Long-Range Planning Manager for Port Houston, Jackie harnesses her passion to develop and maintain a comprehensive master plan and facility development plans that not only provide a tangible vision of Port Houston’s future, but balance business efforts and the role of Port Houston as a neighbor to the community. Jackie has over 14 years of experience in roles ranges from customer service to public lands and environmental administration in both the public and private sector. 

After spending nearly a decade in client-facing roles, Jackie believes that what truly drives the success of any initiative, project, and organization is the depth of the connection between the people you touch and the service you provide. 


Port Houston owns eight public cargo terminals along the 25 miles of the Houston Ship Channel. Houston is the largest breakbulk port in North America and the largest container port in the U.S. Gulf Coast. The 52 heavy-lift and general cargo City Docks have put Houston at the pinnacle of industry rankings for steel and project cargo, offering 20,000 feet of docking space and capacity to accommodate cargo of 1,000 pounds per square foot. Also at the port, we are committed to both environmental protection and security — the first U.S. port to achieve ISO14001 and ISO28000 compliances. Port Houston is America’s distribution hub for the next generation.
